About:
The Uttar Pradesh Public Service Commission was constituted on April 1, 1937, under Section 264 of the Government of India Act, 1935, with its headquarters in Allahabad. Allahabad was the capital of the United Provinces (now Uttar Pradesh) from 1904 to 1949. It was to consist of a Chairman and two members. Two days after its establishment, Mr. D.L. Drake Brockman, ICS, assumed office as its first Chairman. Two members, Rai Bahadur Man Singh and Khan Bahadur Sayyid Abu Mohammad, were appointed on April 20, 1937. The Commission’s first Secretary, Rai Saheb Maheshanand Ghildiyal, belonged to the Uttar Pradesh Secretariat Service. G.M. Harper (ICS) succeeded Drake Brockman on April 1, 1942. His successor, Khan Bahadur Mohammad Abdul Aziz, was the first Indian to hold the position of Chairman. Upon his retirement on March 31, 1947, Dr. Amarnath Jha, a renowned educationist and Vice-Chancellor of BHU and Allahabad University, assumed the position as the first Chairman after independence. Dr. Amarnath Jha served as Chairman until January 1953, except for ten months when he was invited to serve as Vice-Chancellor of BHU. The Public Service Commission has seen many eminent academics and administrative officials contribute their knowledge and experience to its progress as Honorary Chairman and Member. In December 1941, the first “informal” conference of Chairmen of Public Service Commissions was held in Delhi. The Commission’s office was located in Block No. 4 of the Secretariat Building on Queen’s Road (now Sarojini Naidu Marg) on April 1, 1937. The building was shared by twelve other offices, including the UP Police Headquarters, the Board of Revenue, and the Director of Public Instruction (now Education). In 1949-50, the Commission acquired a portion of its present campus, which originally housed the luxurious Allahabad Club and later, the Officers’ Training School. However, in 1962-63, through the efforts of the late Babu Radha Krishna, while he was Chairman, the entire Commission was moved to its present campus. Currently, in addition to the main Commission office, a camp office is also located in the state capital, Lucknow.
