Qualifications:
- Advanced university degree (Master’s or equivalent) in social sciences, human rights, gender/women’s studies, international development, or a related discipline is required.
- A first-level university degree in combination with five additional years of relevant experience may be accepted in lieu of the advanced university degree.
- Minimum 5 years of progressive relevant professional experience at the national or international level on gender equality, women’s empowerment and human rights with a strong background on strategic management and coordinating GEWE within the UN, with government, civil society and other stakeholders.
- Experience in providing substantive technical inputs on GEWE.
- Experience in mobilizing resources for projects/programmes on GEWE in India.
- Familiarity with results-based management and rights-based programming desirable.
- Familiarity with UN system or other international organizations desirable.
- Excellent knowledge (written and spoken) of English is required.

Responsibilities:
Under the overall supervision of the Programme Specialist and Head of the Social and Human Sciences Unit, and with guidance from the International Center for Research on Women (ICRW), the Individual Consultant will ensure the following deliverables within the context of the Transforming MENtalities initiative:
- Develop a ‘master project proposal’ with the aim of mobilizing US$ 1 million by mapping and identifying key partners and stakeholders;
- Map and evaluate funding and grants opportunities from various organisations working in the gender equality (specifically engaging with men and boys) and engage with donors;
- Conduct a needs assessment and feasibility study for all states in India, analysing key gender equality related indices in each state, political climate and policy appetite for work on masculinities, and existing networks and partnerships;
- Liaise with relevant government authorities, support with setting up meetings with key policy-makers, and secure meaningful government partnerships wherever feasible to increase opportunities for scaling and institutionalization of initiatives under Transforming MENtalities;
- Support in formulating and implementing resource mobilization efforts for the project from institutional agencies and leverage CSR funding from the private sectors in India.
- Consult with UN partnership group and ensure inter UN agency coordination for optimal outreach;
- Develop relationships and partnerships with relevant likeminded stakeholders;
- Create a communications plan, design and develop communications resources like blogs, opinion editorials, infographics etc. to increase visibility of UNESCO and ICRW and about the Transforming MENtalities project;
- Support with the organization of consultations, meetings and policy dialogues, namely the editorial board meeting to inform the contextualized development of the aforementioned ‘success factors’ research study, the National Stakeholder Consultation and ‘success factors’ report launch event planned for June/July 2023, the inter-agency meetings on masculinities, the Transforming MENtalities Alliance meetings for members, policy dialogues and consultations with donors, civil society and academia, among others;
- Liaise with all representatives of (potential) donors and act as main focal point for all donor intelligence;
- Establish and manage media relations to eensure clear, coherent and consistent communication about the strategic focus and activities of the Transforming MENtalities project;
- Support with ensuring regular flow of information for the efficient functioning of the Transforming MENtalities Alliance, including maintenance of the knowledge management platform;
- and support any other tasks given by ICRW and UNESCO for the successful roll out of Transforming MENtalities in India.
Please note: It will be a mutual consultancy, working for both ICRW and UNESCO on the Transforming MENtalities project and the exact working arrangement can be discussed in the later phase of interaction.
