About:
The Siracusa International Institute for Criminal Justice and Human Rights is an Italian not-for-profit foundation dedicated to education, training and research in the fields of international and comparative criminal justice and human rights. Its purpose is to contribute to international peace and security through the effective implementation of criminal law, as well as promote the rule of law and protect human rights in criminal justice systems worldwide.
Established in Siracusa (Italy) in September 1972 by the International Association of Penal Law, in cooperation with the City, Province, and Chamber of Commerce of Siracusa (subsequently, a Convention was entered into with the Sicilian Region), the Siracusa International Institute is acknowledged by a Decree of the President of the Republic of Italy of 16 May 1980. The Institute enjoys consultative status with the United Nations and participatory status with the Council of Europe. In 1992, the Institute signed a special cooperation agreement with the United Nations Office in Vienna and became one of the nineteen organizations comprising the United Nations Crime Prevention and Criminal Justice Programme Network. The work of the Siracusa International Institute focuses on three fundamental pillars: postgraduate education, scientific research and technical assistance programs. Its activities range from specialization courses on international criminal law for young penalists, for junior prosecutors and for PhD Candidates, to scientific research projects on topics as the fight against illicit trade, fact-finding mechanisms and globalization, and to technical assistance programs designed to contribute to the reform of the justice system in countries as Afghanistan, Iraq, Egypt, Iran, Bahrain, Lebanon, Qatar, Tunisia, Kosovo, Albania and Macedonia. The Institute has particular expertise in training judges, prosecutors, law enforcement officers and related criminal justice professionals.

Qualifications:
Essential:
• First-level university degree in law;
• A postgraduate legal qualification (LLM), preferably with specialisation in international criminal law, international humanitarian law, and/or international human rights law, or equivalent professional experience;
• Minimum of five years of professional, progressively responsible work experience in international law, human rights, and/or the rule of law, and at least three years of experience working in or on post-conflict and transitional contexts;
• Strong knowledge of international law and policy, with demonstrated experience in one or more of the following specialised fields: international criminal law, international humanitarian law, international human rights law, and/or transnational criminal law;
• Excellent knowledge of UN, Council of Europe and OSCE human rights standards;
• Excellent project development and implementation skills;
• Experience in developing and implementing educational and training activities related to
international criminal justice, the rule of law, and human rights;
• Political intuition; strong organisational and analytical skills; resourcefulness, initiative and maturity of judgment, the ability to work with minimal supervision and advise on international law and policy issues;
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
• Ability to work in a team and to establish and maintain effective working relationships with people of different nationalities, religions, and cultural backgrounds;
• Computer literacy with practical experience in Microsoft applications;
• Excellent \written and spoken communication skills in English.
Desirable:
• Working experience as a practising lawyer;
• Knowledge of another UN language.
Responsibilities:
Under the direct supervision of the Director General, and the overall supervision of the President, the incumbent performs the following functions:
• Designing and implementing programmatic activities in the fields of international and transnational criminal law, the rule of law, and human rights, including the management of administrative, financial, and substantive aspects as required;
• Providing legal and policy advice and expertise to the Institute related to international and transnational criminal law, the rule of law, and human rights;
• Providing strategic advice and expertise to the Institute related to the development of new programmatic activities, projects and partnerships, as well as fundraising strategies;
• Coordinating and undertaking substantive research and analysis on specific international law, human rights, and rule of law issues;
• Planning, developing, implementing and coordinating capacity-building activities for governmental and criminal justice authorities, criminal justice and law enforcement practitioners, legal scholars, and other civil society actors;
• Monitoring, and reporting to the Institute’s senior leadership on, new funding opportunities, and drafting and coordinating the preparation of concept notes, expressions of interest, funding applications, and related documents;
• Representing the Institute at international conferences, seminars and expert meetings, including providing expertise and presentations on the Institute’s programmatic activities and projects;
• Following key political and legal developments in the fields of international and transnational
criminal law, the rule of law, and human rights, and providing briefings to the Institute’s senior
leadership on relevant developments and their strategic implications for the Institute’s work;
• Assisting with the supervision of legal staff, research fellows, associate researchers, interns and other volunteers as required;
• Administering and implementing projects and activities, including their monitoring and evaluation;
• Drafting and providing legal review of a variety of documents including consulting agreements, contracts, and memoranda of cooperation among other documents;
• Developing and maintaining regular contacts with international organisations, non-governmental organisations, academia, legal and criminal justice professionals, project partners, and other key communities of stakeholders;
• Performing other related duties as assigned.
