On July 5, 2013, the Parliament under the UPA-led government enacted the National Food Security Act (NFSA), marking a major shift in policy toward a more rights-based approach to the issue of food security. Subsidized food grains are distributed through the Targeted Public Distribution System to as many as 75% of rural residents and 50% of urban residents, respectively, in accordance with the Act. In order to ensure that almost two-thirds of the population has access to significantly subsidized foodgrains, the Act extends coverage to nearly everyone. Across all of India’s States and UTs, the National Food Security Act of 2013 (NFSA) is being put into effect. The Act ensures that individuals have access to a sufficient quantity of nutritious food at reasonable costs so that they can sustain themselves and their families throughout their lives.
